it's basically impossible to make it less than 32 kb keeping the frame count and a decent quality.
The only option left is to reduce the frame count of the first part(from start to the first flashing frame) from 64 frames to 16 and to lower the color count to 32.
This is the result, almost same quality as the original, but 1/4 shorter initial animation(keeping thr fluidity):
