The issue I've been having is this weird screen shift bug I've been getting since the windows 8.1 update. This has happened frequently, and can be reproduced at maybe a 60 percent success rate. I'll launch one of my games, and during the part where the screen is being replaced with said game (that momentary black screen), it does the weird shift. What's weird is windows doesn't know what's happening. I use the print screen button, but when I load the screenshot in an image editor, it looks perfectly normal, so I had to take photos with my phone:

I've googled this problem and can't seem to find it, I've updated all the drivers i could find, and am looking around a bit more. I even went as far as hardware checks, and everything was fine (if you haven't noticed, I'm on a laptop, so the problem being hardware is incredibly unlikely)If anyone knows how to fix this, I'd appreciate being provided with instructions.

Uh, that's really weird. You can:
-Play your games in borderless fullscreen or in window mode.
-Wait for a patch from Microsoft to fix this.
-Downgrade to Windows 8.0
