Can't play Not Tetris 2 or Not Pacman

so when i downloaded not pacman i got really frustrated when an error occured and it said... The procedure point ilTexImage could not be located in the dynamic link library DevIL.dll so then i desided to download Not Tetris 2 but when i tried that it said the same thing PLEASE HELP ME!!!

Extract all files in the zip into a single folder. ALL OF THEM.
And don't use titles like that, they're horrible for my eyes.
