Because Bowser's not supposed to be put in water levels.

Well yeah, but an error's a error, whether you're supposed to do it or not.
Imagine a game where spikes crush down on you, and someone jumps onto the blunt part of the spikes, and then the game crashes.
"Well, you're not supposed to go on top of the spike crushers."
"But it's possible to do without mods, cheats, or hacks!"
"Too bad."
