I suggest you try to just work on paper, and not on Photoshop or any of that sort. Seeing as you're still practicing, you should take some tutorials on pony anatomy and the sort. Take this one for example. Take a day where you're free to do anything, and just draw all parts of the ponies repeatedly, challenge yourself to do stuff and so on.

I mean, anyone you see that draws extremely good, they had to go through the same road as you. Nobody is good at drawing out of nowhere. Even if you think or feel you're just not going to make it, or it's never going to happen, just keep going. You'll make it. It just takes time and patience.
What I recommend you do is to learn the pony anatomy, and at least how to draw good enough so people can just look at your drawing and say "Hey, that's from FIM".
Even though it's not what you want, or what you were expecting, it doesn't mean it'll stay like that forever. Now that you know how to draw correctly, you have to learn how to draw better. For this, you just have to draw a bunch, at least once a day. And if one of those days you notice something about your drawing that doesn't look right, just look it up, and try to stick with that instead of the wrong one.

After you know you're good enough, you can pass on to Photoshop and such, just to give it color and make it look even better than what it already is on paper.
Just remember to not give up, ok?

I think it went pretty okay, then again I suck at drawing anything living.(except plants maybe)
I used Jorichi's reference sheet to help me.The hair,wings, and eyes I feel still needs work.
I couldn't be bothered to set up my scanner so I just took a picture (I still had to increase the contrast)

Then I tried to go back over it in an image editor and tried to fix how derpy his eyes looked, still not completely happy with it

LightningFire pretty much gave a perfect answer on this. I just got a few things to add:
Stick to pencil and paper for your sketches if you do not have a tablet. To digitalize it you can always scan it or take a photo of it (like mariomaster102 did).
Sketching or any type of "free-hand" drawing with a mouse is next to impossible, but I won't stop you from trying.
If you do have a drawing tablet I'd advise you to actually work with that, to get a feel for the pen and such.

Regarding pony-anatomy I'd have to go into a lot of detail.
The anatomy page I made is very old and I don't really feel like it makes a good reference sheet for beginners. It was mainly for my personal practice.
But nothing beats the show itself, that's the best reference you can get. Though, I am always willing to help and I can always set up a stream (twitch/join.me), just ask me on steam or something (that's where you'll find me most of the time).

It's a nice community and it's small enough I'd recognize anyone by username and keep up with what's happening.

The documentary was terrible simply because it was more of a weird circlejerk than a documentary and the piracy controversy was unnecessary and unprofessional.
Derpy appeared literally 4 times in the last episode to date, so how can you be "not actually sure"?

You sure did improve a lot. As you just mentioned, you need to work on the hind legs, also make the neck a bit less chubby, curve the left part of the ears a bit more, and add the rest of the mane (You know the one that goes around the neck).
And honestly, you really shouldn't use image editors on your drawings until you're completely satisfied with it, since you're just going to spend most of your time editing the image instead of actually practicing.
