Me and my friend are trying to play 2 player

have you tried the "controls" menu
it's in "options"

Could you please give more information about the problem?
The only thing I understood is that you're trying to find out how to make the second player's portal gun move.
And that you probably have some kind of USB controller or something along the line.

It supports controllers directly. Software to change that to keyboard/mouse wouldn't work so good.
