How to install custom hats?

Long story short, I downloaded the hats from this topic. viewtopic.php?f=13&t=1446
Seeing as it's a rather old topic, I didn't want to bump it. I was wondering if anyone out there could please tell me how to install these?

You gotta get a hat loader.
