This is the sound of Dr Doug Rattman ( Ratman ), if you don't know who he is, he is the crazy person the believes that "the cake is a lie" and is your bestest friend in portal. This is him raving on in his jibberish way, this is an actual file from portal 2 so it's not some random bullsh!t, it's the real deal.
Not all of it is under standable so if you can make out any more words, post them below ( and I did'nt make this video, I just found it ).
Also, if you havent read the comic Lab Rat you should read it.
