It is. It was previously mentioned to appear on Mari0 1.7, but then they changed the name to Mari0 SE.

Few things:
1) Welcome to the forums, I guess
2) You can still get it from source. Just go back to the first post, Right Click the link and choose "Save link as..." button.
3) Keep an eye on the dates of the last posts, as what you just did was "bump" the topic. Bumping is usually frowned upon if you have nothing to contribute to the topic. You can see the date that the last post was made right at the top of the post.

so umm...ya...sonic rainboom doesnt come off...at all...it just stacks up. Can someone help me with this? What do i have to do to get rid of this so I can enjoy my other hats? Cuz it won't come off if I delete the mod and re-download

Edit: Fixed it...sorry for the bump, but still is there a way it won't do that to where u have to go to hl_options?

Take a screenshot of the error. Just press "Prnt Scrn" on the keyboard, and then open a program such as MS Paint or GIMP, and click "Paste", or on the keyboard, press "CTRL + V".
Then, upload it the picture to a site such as Imgur, and copy the link of the picture.

And if you have a mac, use Command shift 3, the picture should be on your desktop.

Should be on the top-right hand side of your keyboard.
You could also load up the On-Screen Keyboard and press 'Prnt Scrn' from there (print screen).

Have you used any mappack that requires a mod when you last played Mari0? Or does the mappack have an entity in it that is from a mod?
If so, just go back to the default mappack (Super Mario Bros.), and then try using the HatLoader again.

Also, don't double post, unless it necessary. Instead, just click the "EDIT" button to the right of your last post.
Or, so that the post will notify people, delete your last post using the "X" button to the right once again, and then post the new reply.

Try backing up all your mappacks (in a separate folder), then deleting them from where they're loaded.
Also, if you've used any mods before this, and the level editor has -new- entities that are placable, you might have put an entity in the level by accident.

They're just hats. They don't really need a video.
How to set them up for people unfamiliar with LOVE would be nice though.
