If you can play Mari0 your computer can handle making a mod. It's not resource intensive stuff.

my computer barely gets by with mari0 with a lag issue tht makes the game more difficult than it is

If your computer can't handle Mari0 then why would you want a mod that you wouldn't be able to play anyway?

lets see some mods are able to cause minor lag to my computer and i thought this mod could help make the game have a higher element of fun than it currently does

Most mods don't cause noticeable lag.
I'm sure it's possible for you to make that mod without lowering your FPS.

Also, if your computer isn't powerful enough to develop a mod, it's not powerful enough to play that mod.

Pra fazer isso, você precisa criar um mod e colocar suas sprites nele ou usar algum mod que permita adicionar sprites. Eu tenho um mod que faz isso. Ele se chama Mari0 +Portal. Também tem o mod Character Loader: ANSYS edition e o mod Characted Loader Mod. Esses são os que eu conheço. E bem-vindo ao fórum!
