The mappacks folder only show up once you edit one of the existing levels or create one of your own. Or you can create the folder if you really want to.

Filio, don't be unjustly harsh.
Metaright, if you click the 'new map pack' button on the map pack select or download the DLC level pack the map pack folder will create itself. Maurice should really fix that in 1.3.
