Try looking around and playing other's puzzle-themed mappacks. It may give you some ideas.

Download a few mappacks, finish them, look what type of tests you liked more and make it.
Also, I highly suggest you to add custom tileset, music and backgrounds too.
Good Luck :)

If you're using the Windows 7 Paint, it's in the upper left corner of the Paint window.. It should look like this:
Image

Set it for pixels and then set them to 100 horizontal and 100 vertical (or whatever size you want, but max. is 100 for the forum)

If you're using the XP Paint, it should be under the "Image" tab, I think.. Click resize and make the same steps.

If you still can't make it, just send me the picture over a PM (or send it to Flutterpie if he wants) and I'll be glad to help you.

In XP paint, just click in the "Image" tab and "Attributes" (at least in portuguese it is "Attributes"), or press Ctrl+E. Then set it to 100x100 pixels or smaller.
You can send it for me via PM too (or Costinteo or FlutterPie) and I make it, but I think this is easy...
Almost every image editor has this feature (for example, Paint.net, Microsoft Picture Manager, Gimp, Photoshop, Photoscape...)

Try making the first world really easy. As you keep building chambers, keep making them harder as you go.

Try making at least 2 chambers per level. Add checkpoints at the second chamber sign. Make all the signs 2 blocks from the bottom of the level. That way, you spawn at the sign and not in a wall.

If you are having trouble with making various circuits, objects and other thingamabobs you want to put in your chambers, visit my Items and Circuits thread. That should help you with making items that are not in the game. That should let you know how you can make more objects to expand your range of chambers you can build.

And also do what the others are telling you to do. After all that you will be making chambers quick and easy!

Going with what Villager said, you can make the first test chamber as hard as you prefer, but remember every test chamber after it should be a tad bit more complex than the last, to keep a consistent, flowing difficulty.

With A0zora's puzzle levels I tended to stick with four puzzles per level. In this case, go with whatever number of chambers per level suits you the most.
