I know you can make world 0 and 9 with text editing, but how do you get there in the game?
And is world 0 the minus world? Because I know how to get into the minus world.

Technical post following. Please read carefully.
World 0 is not the same as world -1; World -1 is actually 32-1, but the original Super Mario Bros. had no icon to represent 32. It's represented in the mappacks folder as M-1.txt.
You can text edit a warp pipe within a level to warp Mario to worlds 9 and 0. You can edit the names of files to make worlds 10 and beyond, but you can't reach them with a warp pipe.
An alternate way to reach 9-1 is to put a flagpole in 8-4. As long as there is no axe with which to complete the mappack, you can continue to make and reach levels beyond 8-4. I have tested this to at least World 11-1, just to double-check two-digit numbers. You can't add warp pipes beyond here, and if you die, you have to start back at World 8 to make further progress.
