What he means is that with the starman power-up, your colours will flash by for less than a second. So you can look at your custom colour for 1 second and feel happy inside. Is it really worth it to edit stuff that will last one second? For a fully customized starman animation you need edit way more...

What'd be the difference between adding a tileset and adding it onto a level editor? And if you want to do that just get the source file and go (Graphics/portaltiles.png) or (Graphics/SMB/smbtiles.png) to add or edit tiles. You don't need to program. All you need is Photoshop or a similar software.
