Use Paint.net. Some people say it's easier to pick up and use. Photoshop probably doesn't work on that old computer.

I think he meant that when you look at Pato Corporation, it looks like you're looking at it from a side. (Like Terraria view or something) and below it there's ground, which is supposed to be underground if you look at it that way. And if you look at the other areas, it looks like it's topdown.
