you still have to make the code extendable to new characters which are currently hardcoded in the script tmk. i don't know to what extent maurice used oop with the characters

that's interesting. hats, mappacks, shaders maybe, skins should be easy enough to get working however characters could be a pain since they don't have abstraction from lua code tmk but yeah to an extent it might be nice to be able to have less stuff in the basic "install", like shaders which are use...

Same block portals, dynamic splitscreen and triangle blocks looked really cool but were scrapped to avoid pushing uncompleted features in Mari0. Same block portals are fully implemented in SE. Dynamic splitscreen loses some importance with online multiplayer and I'd say triangle blocks are too hard ...

mods are version of Mari0 which are slightly different (graphic replacements, etc)

In GIMP if you export to .gif (using the animation base filter) you can specify frame duration. manually, frame by frame - change layer name and add something like (90ms) globally - when saving (exporting) the picture you can say frame duration, either for frames whose duration was not manually spec...
